Military downsizing, future of the Army and force realignments are all making the news, but what about impacts to the defense businesses around the base supporting billions in the state economy?  Join us for a presentation on the state's efforts to “map” the DOD supply chain in WA, better prepare for defense budget cuts and support local communities.

Position Profile:  The Washington State Department of Commerce has an extensive mission to grow and improve jobs in Washington State. To accomplish this, we rely on industry sector leads to act as the agency point of contact and liaison with the private sector. We are currently seeking a motivated, subject matter expert to serve as the Military Sector Lead.

This is a newly established position where the future incumbent will be expected to work primarily independently but also as part of a team of various sector leads to develop and execute a variety of programs and initiatives to support the growth and economic performance for their assigned industry sector.

Duties: In the first twelve months, the successful candidate will need to:
•         Conduct a market based assessment of the industry, including monitoring the size of the industry to properly divide the industry into rational sectors.
•         Travel throughout the state meeting and building relationships with industry stakeholders, business representatives and elected officials.
•         Address audiences; speak on behalf of the agency and the state on Military Sector related topics, working with their manager and the Agency Director to advise the Governor on top issues related to international trade and economic vitality for topics related to the Military Sector.
•         Provide recommendations and guidance on how the Department can influence public policies that support the growth of the industry.
•        Communicate with national, international and state organizations; federal, state and local policy makers; legislative and congressional staff; the Governor and the Office of Financial Management regarding the current status of the Military Sector and recommendations that will contribute to future sector growth.
•        In conjunction with the Military Department and their manager, help create a strategic plan that identifies the long term goal for the industry and clear measurable objectives that will attain that goal.

Qualifications: Bachelor’s degree in Business/Public Administration, Military Science, economic development, business or a related field.
•         Minimum of three years’ experience in public policy or the Military sector.
•         Strong written and verbal communication skills with the ability to write concise and persuasive documents and conduct public presentations in front of company executives and elected officials.
•        The ability to work remotely, traveling around the state to meet with industry representatives, elected officials and government representatives.
•       Sensitivity to public attitudes and concerns.

WA Examines Retaining & Expanding Missions



Last August, Gov. Chris Gregoire and members of the Congressional delegation called together representatives from across the state to discuss five issues:

(1) Involvement and support from local elected officials in military-supporting organization’s activities;
(2) Preparation of a short presentation of these organization’s current activities;
(3) Commissioning an analysis and report of Washington’s strengths and challenges for military mission retention and expansion;
(4) Funding the report; and a
(5) Schedule for future meetings. 

In addition to input on these issues, the group wanted to hear thoughts and recommendations for making a Washington Military Alliance a success.  The goal was to identify and resolve any issues and achieve a common understanding.

As a result, the group established an aggressive timeline for a study to assess the strengths and opportunities Washington State has to offer the DoD as it implements its strategic plans and to provide a comprehensive report, including recommendations as to how the State can assist in promoting military mission retention and expansion.

That report, available here, will be an important tool in demonstrating to the DoD and military policy makers that maintaining and expanding military missions, as well as growing military contracting in Washington State, promotes national security and is a wise fiscal investment.

Based on the recommendations of the study, the Governor’s proposed budget included funding for a Director of Military Affairs, competitive matching grant funds to assist local communities address particular needs to support their base and matching funds to modernize and replace schools on JBLM.

WA State Steps Up Competitive Position


Today Governor Chris Gregoire announced her final proposed budget. 
 
She met with a group of local defense advocates from across the state in August, and stated the need for an aggressive time frame to conduct a report about how Washington State fits into the Department of Defense Strategic Plans, so she could make investments in her budget. 
 
You will find the final report, Retaining and Expanding Military Missions, Increasing Defense Spending and Investments (http://ofm.wa.gov/reports/mil_report.pdf).  Also here is a link to a summary brief of the Governor’s proposed investments based on the recommendations of this report (www.governor.wa.gov/priorities/economy/BRAC.pdf). 
 
The Governor proposes:

-          Hiring a Director of  Military Affairs; 

-          Creating military community support grants ($500,000);

-          Improving quality of life by improving schools at JBLM ($11.9M);

-          Continuing transportation infrastructure improvements.
