Col. Place came to Madigan after serving as the senior medical advisor in the Army Secretariat, assigned as the Assistant Deputy for Health Affairs in the Office of the Assistant Secretary of the Army (Manpower and Reserve Affairs), Washington, D.C.

As the commander of Madigan Army Medical Center, he leads an organization of about 5,300 staff members who provide health care to more than 105,000 beneficiaries.

Colonel Place entered the Army as the Distinguished Military Graduate from Johns Hopkins University where he was also recognized as a George C. Marshall Award recipient.  After medical school at the Uniformed Services University of the Health Sciences, he completed his internship and family medicine residency as chief resident at Martin Army Community Hospital, Fort Benning, GA.

Place, a family physician, earned both the Legion of Merit and the Bronze Star during a career that included assignments with the 75th Ranger Regiment and the 101st Airborne Division, and deployments to Hungary in support of the Kosovo Air Campaign, and to Haiti, Iraq and Afghanistan.  Place also commanded the 10th Combat Support Hospital, Fort Carson, Colo., including a year-long deployment to Afghanistan as a medical task force commander.

Ms. Taylor founded The Geneva Foundation in 1993. Ms. Taylor has a known track record for successfully leading and growing for-profit and non-profit organizations. After working as a Critical Care nurse, she moved into the field of pharmaceutical research.

Following work at Syntex Laboratories, Ms. Taylor founded Pacific Coast Clinical Coordinators, Inc. ("PC3Inc"), a Site Management Organization providing clinical, administrative and regulatory support to physicians conducting pharmaceutical research trials. PC3Inc.

In 1995, Ms. Taylor founded Northwest Kinetics (NWK), a Phase I pharmacokinetic clinical research unit. Then, Ms. Taylor directed her attention to the Middleton Foundation for Ethical Studies, a non-profit organization focused on establishing ethical standards for clinical research in developing countries. Ms. Taylor has remained active in community work by serving on numerous boards for non-profit organizations.

The Geneva Foundation is a non-profit organization that supports and advances innovative medical research and excellence in education within the U.S. military. With over 450 employees worldwide.  Since its inception, Geneva has supported medical research at over 50 Federal Laboratories and Military Treatment Facilities worldwide.  Geneva works with researchers from idea inception through the successful completion of the program: accommodating individual research interests, locating suitable funding sources, developing research proposals, and managing research projects.

Turkey Shoots $36K to Charities

America’s Credit Union (ACU), held its 14th annual Turkey Shoot, a golf tournament to support three local charities on JBLM, at Eagles Pride Golf Course.

Because of the generous donations from the sponsors and the success of the Turkey Shoot golf tournament they were able to raise a record $36,000 to donate to all three charities.  Many local businesses and over 170 golfers participated to help raise money for Santa’s Castle, the Food Basket Program and the Madigan Foundation.

The history of the tournament has evolved throughout the years. It was originally created to help the founder of Santa’s Castle get her program off the ground. Then it was expanded to help make sure JBLM military families have enough food for the holidays by supporting the Food Basket Program. The final piece was to help pay for military families’ medical costs, not covered through insurance, by donating to the Madigan Foundation.

Kenneth S. Leonard, President/CEO of ACU, said, “it’s a passion to grow this event each year in support of our military and all they do on a daily basis.”  Ken and all the sponsors are honored to contribute to the morale and welfare of our military and their families.

AUSA Tacoma Subchapter Hosts Fun-raiser


AUSA's Capt. Meriwether Lewis Chapter's Tacoma Subchapter supports the Warrior Transition Battalion, Western Region Medical Command, and Madigan Army Medical Center. As such, the Tacoma Subchapter is hosting the second annual auction & beer and wine tasting on November 12, 2014 beginning at 5:30pm at the Red Lion in Tacoma.  The auction is the subchapter’s premiere fundraising opportunity and we need your help.

Pentagon Sets Up Multiservice Healthcare

Brig. Gen. John Cho, CG, Western Regional Medical Command briefed the Chamber’s Military Affairs Committee at a recent Military Affairs Forum about the state and direction of military medicine in our community.

He said the Pentagon recently inaugurated the Defense Health Agency, followed by the designation of six multiservice healthcare markets in separate regions.  The Western Regional Medical Command has responsibility for an “enhanced Puget Sound multiservice market” that includes Army, Air Force and Navy.  BG Cho commands Army medicine at hospitals in 20 states, of which Madigan Army Medical Center is the largest.

Army Restructures Warrior Transition Units

Joint Base Lewis-McChord (JBLM) was identified as one of 13 community care units that will be stood up at Army installations. JBLM is not named as a Warrior Transition Unit that will be inactivated as a result of this restructuring.

The restructuring Army announced today of its warrior transition units (WTUs) comes as the service prepares for a scheduled withdrawal of troops from Afghanistan and a continued decline in the number of combat wounded.

According to Brig. Gen. David Bishop, commander, Warrior Transition Command and Assistant Surgeon General for Warrior Care and Transition, "These changes will improve the care and transition of soldiers through increased standardization, increased cadre to soldier ratios, improved access to resources on installations, and reduced delays in care.  They are not related to budget cuts, sequestration or furloughs."

As part of the restructuring, the Army will inactivate five WTUs and establish more than a dozen community care units (CCUs) across 11 installations by September 30, 2014.  The transition to CCUs will result in the inactivation of nine community-based warrior transition units (CBWTUs), which currently provide outpatient care and services for Army Reserve and National Guard soldiers who do not require day-to-day care, allowing soldiers to continue their recovery closer to home.

Warrior transition units are located at major military treatment facilities and provide support to wounded, ill and injured soldiers who require at least six months of rehabilitative care and complex medical management.  Under community care, CBWTU soldiers - those healing at home - will be assigned to CCUs at WTUs located on Army installations.  Soldiers will not have to move or change their care plans.

Thirteen CCUs will stand up at the following Army installations: Fort Carson, Colo.; Joint Base Lewis-McChord, Wash.; Forts Hood and Bliss, Texas; Fort Riley, Kan.; Fort Knox, Ky.; Forts Benning, Stewart, and Gordon, Ga.; Fort Bragg, N.C.; and Fort Belvoir, Va.  Forts Belvoir and Knox will each have two CCUs.  All nine CBWTUs are identified for inactivation:  Alabama, Arkansas, California, Florida, Illinois, Massachusetts, Puerto Rico, Utah and Virginia.  The Puerto Rico CBWTU will become a community care detachment under the mission command of the Fort Gordon Warrior Transition Battalion.

WTUs slated for inactivation include:  Fort Irwin, Calif.; Fort Huachuca, Ariz.; Fort Jackson, S.C.; Joint Base McGuire-Dix-Lakehurst, N.J.; and the United States Military Academy, West Point, N.Y.  Each location has fewer than 38 Soldiers assigned to the WTU (as of Dec. 20, 2013).

Every attempt will be made to allow reserve component (RC) cadre to serve out their tours.  Active duty personnel assigned to units set for inactivation or force structure reductions will be reassigned in accordance with current Army Human Resources Command policies.  Civilian employees impacted by the force structure changes will be reassigned based on their skill sets, the needs of the Army and available employment opportunities.

Nominations Open for Military-Citizen Award



Soldiers, Airmen, Sailors, Marines and Coast Guardsmen compose a vital part of our community.  The Chamber wishes to recognize, with the 35th annual presentation, the John Anderson Military-Citizen of the Year.

The Chamber’s Military Affairs Committee will make the selection of the honoree.  Presentation of the award, named for John Anderson, former Mayor of Tacoma and Chairman of the Tacoma-Pierce Co. Chamber, will be made November 7, 12 noon at the meeting of the Rotary Club of Tacoma No. 8.

You are requested to submit nominees for this award.  The guidelines are:

1)   An active-duty Soldier, Airman, Sailor or Marine.  Reservists and Guardsmen called to active duty are eligible.
2)  Residing in Tacoma or Pierce County
3)  Professional in military occupation
4)  An exemplary volunteer in the community

Nominations should be no longer than two pages, no photos.  While military professionalism is important, this is usually a given standard.  It is recommended that the nomination focus on the nominee's volunteerism in the community.  You are referenced to the Military Outstanding Volunteer Service Medal, which has been added to the list of awards and decorations that earn promotion points. 

The deadline for submitting nominations is Nov. 1.  Nominations may be delivered to the Chamber’s offices, forwarded by mail, email (gary.brackett@tacomachamber.org) or fax.  Your consideration of this request is appreciated.

Maj. Gen. Richard Thomas, M.D., D.D.S, FACS, is the commanding general of the Western Regional Medical Command and Chief of the U.S. Army Medical Corps. He oversees a 20-state region and has command oversight of 11 Military Treatment Facilities in the region, including Madigan Army Medical Center. The region's headquarters is located at JBLM.

Presentation Topic:  An overview of the Western Regional Medical Command and MG Thomas' command mission of overseeing the healthcare delivery process for nearly 400,000 Service members, Retirees and their Family members.
